Unauthorized Checking of Vehicles on Roads by Excise Officials | Government of Sindh Excise Taxation & Narcotics Control Department | October 19, 2020
I am directed to refer to the subject captioned above and to state that the Excise, Taxation & Narcotics Control Department is entrusted with the task of eradication of narcotics by adopting measures of drug demand reduction and drug supply reduction. With this spirit, the entry/exit points of the Province are scanned through a web of check posts established at major highways / Provincial border entry points. However, a number of complaints are received regarding harassment and unauthorized/unnecessary checking of vehicles/papers of the vehicles by the Excise staff at different roads/highways which is an unwarranted practice and needs to be discouraged immediately. These check posts are meant for checking of suspicious vehicles for “Narcotics” only and that staff posted at the check posts are not allowed to check documents/motor vehicle tax etc.
- Moreover, the Excise Police is also not allowed to check each and every vehicle / at any place / stopping vehicles in the middle of roads. Various complaints from the transport associations have also been received, whereby some unscrupulous people in the garb of Excise Police are found involved in the illegal activity of stopping and unloading vehicles, stealing of their goods and extracting of money by using violent means.
- This Department keeps on taking action against its delinquent officer/officials in this regard. However. this illegal activity in one way or other continues to take place and has given the wrong impression about the government.
- I am, therefore, directed to request you to take necessary action and direct your area Police Officers to initiate action against such officials of this department / unlawful element faking as Excise Police, who arc found checking / stopping vehicles unauthorizedly at places / in the middle of road/highways / other the lawfully notified check-posts.
مجھے مذکورہ بالا عنوان کے عنوان سے رجوع کرنے اور یہ بتانے کی ہدایت کی گئی ہے کہ منشیات کی طلب میں کمی اور منشیات کی فراہمی میں کمی کے اقدامات اپناتے ہوئے محکمہ ایکسائز ، ٹیکسیشن اینڈ نارکوٹکس کنٹرول ڈپارٹمنٹ کے سپرد ہے۔ اس جذبے کے ساتھ ، صوبہ کے داخلی / خارجی راستوں کو بڑی شاہراہوں / صوبائی سرحدی داخلی مقامات پر قائم چیک پوسٹوں کے ویب کے ذریعے اسکین کیا جاتا ہے۔ تاہم ، مختلف سڑکوں / شاہراہوں پر ایکسائز عملہ کے ذریعہ ہراساں کرنے اور گاڑیوں کے کاغذات / غیرضروری جانچ پڑتال کے بارے میں متعدد شکایات موصول ہوتی ہیں جو ایک غیر ضروری عمل ہے اور اسے فوری طور پر حوصلہ شکنی کی ضرورت ہے۔ یہ چیک پوسٹیں صرف “نارکوٹکس” کے ل مشکوک گاڑیوں کی چیکنگ کے لئے ہیں اور چیک پوسٹوں پر تعینات عملے کو دستاویزات / موٹر وہیکل ٹیکس وغیرہ چیک کرنے کی اجازت نہیں ہے۔
مزید یہ کہ ایکسائز پولیس کو ہر ایک گاڑی / کسی بھی جگہ / سڑکوں کے بیچ میں گاڑیوں کو روکنے کی بھی اجازت نہیں ہے۔ ٹرانسپورٹ ایسوسی ایشن کی جانب سے بھی متعدد شکایات موصول ہوئی ہیں ، جس کے تحت ایکسائز پولیس کے لبادے میں شامل کچھ بےایمان افراد ، گاڑیوں کو روکنے اور اتارنے ، ان کا سامان چوری کرنے اور پرتشدد ذرائع کے ذریعہ رقم نکالنے کی غیر قانونی سرگرمی میں ملوث پائے گئے ہیں۔
